Radius of cone $= \frac{r}{2}$
Slant height of cone $= 2 l$
Total surface area of a cone $= π \times r a d i u s (r a d i u s + s l a n t h e i g h t)$
Total surface area $= π \times \frac{r}{2} \times (\frac{r}{2} + 2 l)$
$= \frac{22}{7} \times \frac{r}{2} \times (\frac{r + 4 l}{2})$
$= \frac{11 r (r + 4 l)}{14}$ sq. units
