$(14 \div 7) \div 2$
Breaking it down as:
$(14 \div 7) = 2$
Then,
$\frac{2}{2} = 1$

$∴ (14 \div 7) \div 2 = 1$

And
$14 \div (7 \div 2)$
Breaking it down as:
$(7 \div 2) = \frac{7}{2}$
Then,
$(14 \div \frac{7}{2}) = (14 \times \frac{2}{7})$
$(28 \div 7) = 4$
