Given polynomial:
$2 p^{2} q - 3 p q^{2} + 2 p - 3 q + 1$
Substitute the value of $p = 3$ and $q = - 3$ in the equations, we get
$2 p^{2} q - 3 p q^{2} + 2 p - 3 q + 1 = [2 \times (3^{2}) \times (- 3)] - [3 \times (3) \times {(- 3)}^{2}] + [2 \times (3)] - [3 \times (- 3)] + 1 = - 54 - 81 + 6 + 9 + 1 = - 119$
Hence, the value of $2 p^{2} q - 3 p q^{2} + 2 p - 3 q + 1$ when $p = 3$ and $q = - 3$ is $- 119$ .
