The given lines $3 x + 2 k y - 2 = 0$ and $2 x + 5 y + 1 = 0$ are parallel if
$\frac{a_{1}}{a_{2}} = \frac{b_{1}}{b_{2}} \neq \frac{c_{1}}{c_{2}}$
$\Rightarrow \frac{3}{2} = \frac{2 k}{5} \neq \frac{- 2}{1}$
$\Rightarrow \frac{3}{2} = \frac{2 k}{5}$ and $\frac{2 k}{5} \neq - 2$
$\Rightarrow 4 k = 15$ and $2 k \neq - 10$
$\Rightarrow k = \frac{15}{4}$ and $k \neq - 5$
