$9 x^{2} + 24 x + 16 = (3 x)^{2} + 2 \times 3 x \times 4 + (4)^{2} = (3 x + 4)^{2} = (3 \times 12 + 4)^{2} = (36 + 4)^{2} = (40)^{2} = 1600$
