The correct option is C VA=2 m/s, upwards and VC=17 m/s, upwards.
Let us assume the block A moves upwards and block C moves downwards, and taking upward as positive we have

For pulley P2:
VP2=VB+VA2 3=4+VA2 VA=2 m/s
Similarly, for pulley P1:
VP1=VC+VP22 10=VC+32 VC=17 m/s
Hence, the velocity of block A is VA=2 m/s, upwards and that of block B is VC=17 m/s, upwards.
