For a diagram The IUPAC name of the compund is given as 1,6-Dimethylcyclohex-1-ene. Why can't it be 2,3 Dimethylcyclohex-1-ene?
Is it because the substitutuion should get the least number?

Yes you are correct it is only because the substitution should get the least values of count. It is in the nomenclature of the organic compounds that based on the priorities of the functional group the one which has the least count of the Carbon atoms is the IUPAC name of that compound.
