Current always passes through the wire with least resistance. So, after passing through the first resistance along $X-$ terminals it goes to the first resistor along $y-$terminals, as given in the following diagrams.

So, the two resistors act as if they are in series.

$\therefore$ Total resistance between $X$ and $y$ is:-

$R_{net}=R+R$

$=2R$
