The ammeter will show some reading as current passes through it. On the other hand, the key connecting the voltmeter to the circuit is off so it won’t show any deflection.

In other words we can say, the voltmeter circuit is open, or the other(right arm) of voltmeter is disconnected from the circuit, therefore it will not measure the potential drop across the resistance.
