Solution

The correct option is A DCAB
The first sentence (1) says that "As the president...Mary Robinson doesn't make policy".
Sentence D must follow 1, because the words "...and his government do that" are linked to the first sentence; "that" is a pronoun that relates to "doesn't make policy".
Sentence C follows D, "But Robinson ..." speak in contrast to the first and second sentence. (Mary Robinson doesn't make policy, the president does that; but that does not make Robinson a figurehead)
Sentence A follows C; it supports the previous statement, the words "since she took office..., she has been a very popular figure...moral authority" are directly linked to why she is "no figurehead".
Sentence B follows A, as it mentions further about Robinson. (B cannot follow A because of the adverb clause "since she took office in 1990" begins the lines concerning Robinson's term, whereas the sentence in A mentions extra information)
Hence, the sequence will be as: DCAB. Option B contains this sequence, hence it is correct.
If you see the sequence A B C D, they are not in logical order; in D, "do that" has no connection to "Mary Robinson..." Hence option A is incorrect
Similarly, options C and D are incorrect, because they do not contain the required sequence.
