In given diagram AB, BC, CD and DA are tangents to circle.

The lengths of tangents from external point to the point of contact are equal. Thus, AP = AS.

Similarly BP = BQ, CR = CQ and DS = DR.

Since AP = AS, q = 4cm.
Since BP = BQ, s = 5 cm.
Since CQ = CR, r = 7 cm.
Since DR = DS, p = 3 cm.

From diagram we can observe that,

BC = r + s and AD = p + q

BC + AD = r + s + p + q
On substituting the values,
BC + AD = 7 + 5 + 3 + 4 = 19

Therefore, BC + AD = 19 cm.
