For the ionic reaction of hydrochloric acid with alkenes, the correct sequence of reactivity as measured by reaction rates is (II)(CH3)2C=CH2>(I)ClCH=CH2>(III)OHCCH=CH2>(IV)(NC)2C=C(CN)2.

In this reaction, pi electrons are donated to a proton. Methyl group is electron donating group and increases the electron donating ability of C=C bond. Hence alkene II is most reactive. Other groups (cyano chloro and carbonyl) are electron withdrawing groups. They decrease the electron donating ability of C=C bond. This decreases the reactivity.
