Let $p (x) = m x^{2} - 2 x + 3$ .

$∴ p (- 1) = 7 \Rightarrow m \times {(- 1)}^{2} - 2 \times (- 1) + 3 = 7 \Rightarrow m + 2 + 3 = 7 \Rightarrow m = 7 - 5 = 2$
Thus, the value of m is 2.
