No. I don't agree with the given statement.
Directing is considered the heart of management process. All the performances revolve around directing. Other functions of management like staffing, planning remain ineffective without directing. It's an indispensable work. If the direction of the organisation is at fault then no organisation can achieve its goals.
Directing helps in the following:

  2. Balance in the organisation
