The correct option is C12 The resistance across the first pair of resistance (parallel combination of 3 and 6 ohms) is less than the second pair of resistance. As the current in both the sections is same so using i=VR, the potential is more across the second section. Hence A and B options are incorrect. Now as this 12 ohm and 36 ohm resistance are in parallel so the potential across them is same. Using P=V2R, the power is more for the one whose resistance is less. So 12 ohm is the correct answer.
