The cyclist would reach the starting point at two instances. At$t=7\text{s}$, displacement of the cyclist became zero. Hence, the cyclist returned at the starting point at $t=7\text{s}$. Similarly, at $t=13\text{s}$, displacement of the cyclist again became zero, hence the cyclist returned at the starting point at $t=13\text{s}$ too.
