In astronomical telescope :

$(i)$ Objective lens has lower power with a longer aperture.

$(i i)$ Eyepiece has greater power with a smaller aperture.

Therefore, $L_{1}$ should be used as objective lens while $L_{3}$ should be used as eyepiece.
