The typical minerals like Fluorapatite and fluorite (fluorspar) are definitely not fluorinating agents. At best – they are a source of fluoride ions or hydrogen fluoride. Also, the minerals generally contain impurities. Further, Teflon is a polymer of tetrafluoroethene; the polymer is very unreactive in general.

SF6 doesn’t undergo hydrolysis easily and is not considered a fluorinating agent. It is pretty much inert and non-flammable! This is because of its geometry:
SF6 octahedral

The rest are all well-known fluorinating agents.
