Functions of Lok Sabha and Rajya Sabha

In our country, Parliament consists of two Houses. They are Rajya Sabha or the Council of States and the House of People (Lok Sabha). Since Lok Sabha represents people, it has more powers than Rajya Sabha

Functions of Lok Sabha

1) Law making is the important function of the Parliament. Lok Sabha plays an important role in this field and all types of bills can originate in this House. If a bill is passed is passed in Rajya Sabha, it has to get the approval of Lok Sabha

2) If there is a difference between two Houses, the final decision is taken in a joint session in which members of both the Houses sit together.

3) Lok Sabha exercises more powers in money matters. Once the Lok Sabha passes the budget of the government or any other money related law, the Rajya Sabha cannot reject it

4) The Rajya Sabha can only delay it by 14 days or suggest changes in it. The Lok Sabha may or may not accept these changes

5) Most importantly, the Lok Sabha controls the Council of Ministers. Only a person who enjoys the support of the majority of the members of Lok Sabha is appointed by Prime Minister.

6) If the majority of Lok Sabha members say they have ‘no confidence’ in the Council of Ministers all ministers including the Prime Minister have to quit. The Rajya Sabha does not have this power

Functions of Rajya Sabha

1) Any bill, in general, has to be approved by Rajya Sabha even if approved by Lok Sabha

2) It has equal powers with Lok Sabha in initiating and passing a resolution declaring war or national emergency (by 2/3rd majority) or constitutional emergency (by simple majority) in a state

3) This House is not subject to dissolution which is a limitation for Lok Sabha

4) It has equal powers with Lok Sabha in initiating and passing any Bill for Constitutional Amendment (by a majority of total membership of the House and at least 2/3rd majority of the members present and voting)
