money saved, M.S.=Rs 3000
expenditure,E=M.E-M.S.
=12000-3000
=Rs 9000
Ratio=E:M.S.
=9000:3000
$\begin{matrix} \frac{9000}{3000} = \frac{3 \times 3000}{3000} = \frac{3}{1} = 3 : 1 \end{matrix}$
