Jelly is technically part of a group of colloids called Gel.

A colloid is first off a mixture which has two main parts. The first being a substance divided into minute particles (colloidal particles/dispersed phase) and the second part being another subsbtance(dispersion phase) in which the first is dispersed throughout. So a colloidal system can be a combination of the aforementioned states of matter, mainly solid, liquid and gas.

A Gel is a class of colloids formed when colloidal particles are liquid and the dispersion phase are solid. Examples of Gel are agar (mostly found in algae), gelatin (a type of protein) and of course Jelly. So Jelly is liquid and solid.
