The purpose of electric wires is to allow the flow of current from one device into another in an electric circuit at an economical cost. So, the electric wires should offer less resistance to the flow of electrons through them i.e. they should be conductors. Hence, we use copper to make electric wires. Silver and gold are better conductors than copper but they are very costly, its not economical to use them for transferring electricity.
Rubber is an insulator, so it does not conduct electricity.
