Operator genes contain the codes that are necessary to begin the process of transcribing DNA into mRNA. The process of transcription is prevented when a repressor protein binds to the operator region. When a repressor protein binds with the operator, the operon will always be in switch off condition whereas when the operator is not occupied by the repressor, it will switch on the operon thus leading to the formation of mRNA.

Promoter genes are the sequences of DNA which are required for the binding of the RNA polymerase to initiate transcription.
