Our body is a conductor of electricity. However, dry skin has a considerable resistance . The resistance of human body decreases vastly if we take out the resistance offered by dry skin. When touched to tongue , the voltage would be exposed directly to our body and the currents induced would be too high. The same is the case with wet hands; as water is a good conductor of electricity, it too allows large currents to pass through the body. And of course, there is no playing with storage batteries. Even 1.5 V battery when touched with tongue could give you a good shock.
