The oxides which can form alkaline solutions when dissolved in water are called basic oxides. The solubility of basic oxide depends on its ability to form ions. Few oxides are soluble whereas few oxides are insoluble in water.
Copper oxide (CuO) is a basic oxide that is insoluble in water. This is due to the strong electrostatic interaction between the oxygen atom with the metal copper.
