The dust particles are initially at rest in the carpet. But when beaten with a stick the carpet moves but still the dust particles continue to be at rest and will get detatched from the carpet. If luggage are not tied it will fall off due to the inertia of motion. For eg if the bus suddenly breaks the luggage continue its motion due to inertia of motion and will eventually fall.
