The reaction of water and nitric acid is simply an acid base reaction.
HNO₃ + H₂O $\to$ NO₃^-+ H₃O⁺

(NO₃^- • HNO₃) + H₂O $\to$ (NO₃^-• H₂O • HNO₃)
Nitric acid has substantial quantity of dissolve NO₂ which give the solution a reddish brown coloration.
