10th Plan failed to eradicate poverty.

Poverty always strips off the human nature their dignity. The reasons why 10th Plan failed were mainly lack of enough finance to finance their activities such as setting up of new industries and agricultural schemes lead to their automatic fail. Mismanagement of the few collected funds by the leader also led to the failure of the 10th plan to achieve their goal in eradicating the poverty. Lack of proper channels and plans that could be used to eradicate poverty in the 10th plan also led to its failure.
