Newton third law of motion states that for every action there is equal and opposite reaction.A rocket can lift launch pad only if gas expels out of engine.The rocket pushes out the gas and the gas pushes the rocket.Here action is expelling the gas out of engine and reaction is movement of rocket in opposite direction.
