Because the only way a current can be carried through an electrolyte is via the movement of ions, which will be slow, and the concentration of ions is low compared to the electrons that are present in a bulk metal.

In a metal, every atom is a potential charge carrier. . In a solvent like water, ions never outnumber the water molecules, so the charge carrier density is always a fraction of that in metals.
