A Central Bank must take "Direct Action" against the defaulting commercial banks.

Central bank is an apex bank that controls the entire banking system of a country and controls the supply of money in the economy through its various monetary policies. The central bank has all rights to take direct actions against any illicit activities performed by any commercial banks. They can even declare the commercial banks to be default.
