1. Bismuth hardly forms -3 oxidation state

Bismuth hardly shows +3 oxidation state due to inert pair effect. This is because, the energy gap between ns and np orbitals increase which makes ns orbital electrons reluctant in participating in bonding.

Nitrogen can have 4 covalency as it does not have empty d orbital to increase its tendency to bond.
