Step 2- Then $C N^{-}$ in the aqueous medium will substitute the iodine.
Step 3- Hydrolysis of the $N C - C H_{2} C O O H$ will convert $C N \to C O O H$
Step 4 - $E t O H$ in the presence of $H_{2} S O_{4}$ will cause the ethoxide formation both side.
