The shortest distance between a point and a line is the perpendicular drawn to the line from the point.
A tangent touches a circle at only one point. This point lies on the circumference and is called point of contact. Any other point on the tangent lies outside circle. The distance between centre and point of contact is radius. Radius will always be shorter than line segment joining the centre and a point outside the circle. Hence, radius is the smallest distance between centre of the circle and the tangent drawn on the same circle.
