The source of the groundwater is seeping of rainwater or other sources of water through the soil. More the groundwater, higher is the water table.
In the case of A, the seeping of water is easier as compared to B. This is because of the presence of pavements in B makes seeping of water difficult. So water table in A is likely to be higher than water table in B.
