Citizens of France chose a group of electors who would further elect the members of National Assembly. Citizens were divided into 'Active' and 'Passive' based on their voting ability. Men above 25 years of age, who paid taxes worth three days’ wages were qualified to vote and were considered as Active citizens and everyone else were considered Passive citizens.
