The Claisen condensation is a reaction between two esters or one ester and another carbonyl compound in the presence of a strong base, resulting in a βketo ester or a βdiketone.
For the reaction at least one of the reagents must be enolizable (have an αproton and be able to undergo deprotonation to form the enolate anion). Ethyl benzoate is a non enolizable ester and cannot undergo Claisen condensation.
