Temporary change:- The changes that are not permanent and stay for a limited period of time are called temporary changes. In these changes, the original state of substance can be retained, i.e., they are reversible.

From the figure, it is clear that water on freezing (removing heat) becomes ice and ice on melting (absorbing heat) becomes water. So, both the states can be achieved by absorption or release of heat. Hence, the given figure shows a temporary change.

It is not a chemical change because in this the chemical composition of the substance remains the same and no new substance is formed.
