Given, the passing marks is 40.
Hence the students in intervals 2030 and 3040 would have failed the test.

Observe the given data.
It can be inferred that the there are 12 students whose marks lie in the range of 2030, i.e., 20Marks<30.

Moreover, there are 19 students whose marks lies in the range of 3040, i.e., 30Marks<40.

Thus, the total number of students who scored less than 40 marks are 12+19=31.

Hence, option (c) correct.
