Haemoglobin helps oxygen to reach each cells of the body. So if a person has more haemoglobin, is it necessary that he would breathe in more oxygen? Will it affect the rate of oxygen in oxygenated blood ?

It is not necessary to breath more air for that person.
More heamoglobin
helps the person to get more oxygen .it will not affect the rate of oxygen in a bad way, but will increase the rate of oxygen in the blood and it is good.
