Depending upon the composition the above statement is correct that hemoglobin is positively charged and blood is negatively charged.

Blood contains heparin (anti coagulant) which has negative charge attributed to it hence blood becomes negatively charged whereas hemoglobin is a positively charged sol as it contains positively charged central metal atom Fe2+
