Let the rational number be $x$
$\Rightarrow (x + \frac{1}{2}) 7 = \frac{17}{2}$
$\Rightarrow 7 x + \frac{7}{2} = \frac{17}{2} \Rightarrow 7 x = \frac{10}{2} \Rightarrow x = \frac{5}{7}$
