Solution

The panchayat consists of five, wise and respected elders of the village. These panchas are elected by the members of the Gram Sabha by voting through a system of secret ballot.
A Gram Panchayat consists of a village or two to three villages together, which are divided into wards. One candidate stands for election from each ward. The successful candidate from all the wards form the panch. The head of the panchas is called the sarpanch who is selected through voting among the panchas.
