How are the states of rest and motion relative?

Explain Relative Motion:
The state of motion or state of rest depends upon the observer's frame of reference.
A passenger on the train will see other passengers on the train at rest.
A person on the platform will see passengers on the train in motion.
Hence on the basis of the frame of reference of the observer the state of motion or state of rest appears to us.
So the state of rest and state of motion is relative.
