• Motivating the people through persuasion and not coercion.The people are persuaded to accept small family norms.
• Family planning and health centres were ste up in urban, semi-urban and rural areas
• The age of marriage for male and female has been raised to 21 years and 18 years respectively.
• Various contraceptives have been suggested to control births.
• Various types of incentives like cash, additional increment in salary etc. are provided to motivate people.
• Education among the female and provision of employment opportunities are been given. It has been observed that educated women have smaller number of children.
