STEPS TO FOLLOW:

Given the circle of unknown center.

Draw 2 chords of unknown length AB and AD.

Draw perpendicular bisectors of AB and AD. Mark the point of intersection of perpendicular bisectors as C.

From point C, draw a radius OM.

At point M, make an OMN=90

MN is the required tangent.
