If you add water to acid, very large amount of heat is released so that the solution may boil very violently, splashing concentrated acid out of the flask or container as reaction is exothermic.
On the other hand, adding acid to water, the small amount of heat released is not enough to vaporize it. So it is always safer to add acid to water, and not water to acid
This reaction is exothermic and this generates lot of heat and evolves corrosive gases.
In this case, required volume of acid need to be added to very slowly or drop by drop to required volume of water with constant stirring in order to prevent splashing of mixture and causing burns.
