Paul Bernanrd favoured the economic development of the French colony of Indo-China. He wanted the French to take steps to improve the agriculture of Vietnam. According to him, that would improve the per capita income of Vietnam which would, in turn, increase demand for French goods. In response to Paul Bernard's views, the French took the following steps to improve Vietnamese agriculture.
1. Improve irrigation to increase the output of rice.
2. Building ports and improving the rail network to transport people and goods.
3. Establish rubber plantations.
