During the 18th century, most parts of Europe with the exception of Britain was primarily rural and agricultural. Till that time, the industrial revolution had occurred only in Britain. But by the 19th century, the industrial revolution had spread to other countries like France and the German states. Hence, a significant proportion of the European population now consisted of workers and the middle class. The new classes were no longer willing to put with the traditional absolute monarchy form of government. This gave rise to revolutionary fervour in societies across Europe.
