The Treaty of Vienna changed the map of Europe or the conservatives established their power in 1815 in the following ways:
1. The congress of Vienna had convened to re-map the post-Napoleonic Europe to prevent the rebuilding of a strong France.
2. A German confederation of 38 states was created from the previous 360 of the Holy Roman Empire, under the presidency of the Austrian Emperor who was represented by Prince Metternich.
3. Russia was given most of the Duchy of Warsaw (Poland).
4. The Netherlands and Southern Netherlands (Belgium) were united in a monarchy called the United Kingdom of the Netherlands.
5. France lost all its territories annexed under Napoleon Bonaparte. A series of states were exclusively set up to prevent the further expansion of the French territories.
6. The conservatives considerably believed in a strong army and efficient bureaucracy that was established on the modern lines.
7. The dismissed Bourbon dynasty was again restored to power.
